While you will be reminded at every moment that the application is still in Beta, the Skype team have blogged some hints and tips on using the application on your Windows Phone. There are some gotchas (such as only having English language support) but to test the technology on a wide scale, this public release, even in a limited form, is smart thinking. It also stops everyone wondering where Skype is on Windows Phone - the next question will be "when is it leaving beta?"
