It's worth pointing out that iPass is not available to individuals - this is a service that is targeted at enterprise deployments to employees, and service providers looking to add iPass to their service. As such it is an app that signals more about the growing strength of Windows Phone as a platform, than it is of something for the solo user.
These type of enterprise applications are important for Windows Phone 8. It portrays a growing confidence in the ecosystem that if the developers work on these applications, there will be an audience for them (or conversely an enterprise with sufficient clout has come along and pretty much demanded a Windows Phone 8 app).
In this case, the public announcement from iPass of their support for Windows Phone 8 indicates that the former case is true, and they are serving a demand that they are seeing and want to fill.
The iPass client is available now from the Windows Phone Store, and is a free download (although you will need to have access to the iPass service).
