Here's how Nokia explain the concept of the day:
The idea is simple, and easy to follow along: Pick an app you like in the Windows Phone Store, and review it, thereby giving the developer a new review of his/her content. The “happy” part comes in when you happen to give that app a 4 or 5 star review – do so, and you will make the developer’s day. Repeat it, with a few different apps, for a few different developers, and you can see how this plan will start to have a very lovely ripple effect across the Windows Phone Store.
The idea for #MakeAnAppDevHappyDay originated with a developer back in late August. The first day was first "held" in September and generated a high level of engagement, such that DLVUP has decided to make the the first Friday of every month a #MakeAnAppDevHappyDay.
