While the changes inside Update 3 for new hardware (such as HD screens and higher spec processors) won't affect the 8X, the software changes will be present. Highlights include better customisation choices for alerts and ringtones, Bluetooth internet sharing, and addressing issues with temporary files cluttering up the internal storage on Windows Phone devices. Rafe has taken a closer look at Update 3 in this post:
A major part of the Windows Phone 8 Update 3 feature list is around improved accessibility features, an area where Windows Phone has previously lagged behind its competitors. Mobile Accessibility for Windows Phone 8 is described as not being a "single feature", but rather a "suite of apps designed to make Windows Phone easier to see, hear, and use".
The update was released to developers on October 14th, and while developers have not had to contend with any changes to existing API's, there are three areas they will be looking at:
The background audio memory cap increases from 20 MB to 25 MB for phones with 1 GB of memory or more, and this should be all goodness for everyone.
There is an Internet Explorer and WebBrowser control viewport behavior change, which affects all resolutions on the phone; it’s something you should check out in your app.
A 1080p resolution is being introduced to support devices with a 1080p display, and should have no impact on you unless you want to provide higher-resolution assets.
You can check for an update through the settings screen on your HTC 8X under 'Phone update'. If it is available in your region then you'll be offered the option to install the update on your handset. We'd advise making sure that your 8X is fully charged before proceeding with the update.
