In local (offline) mode the app lets you look up and translate the meaning of 100,000 common words. In online mode additional words are available, as well as example sentences, speaking voice (audio) functionality and machine translation of longer (user inputted) sentences.
Bing Dictionary has been slickly implemented and is a great example of how a dictionary app can offer more than just the basic look up and translate a word functionality.
With Windows Phone devices due to go on sale in China very shortly the release of Bing Dictionary is oobviously part of Microsoft's effort to ensure some locally relevant, high quality apps are present in the Marketplace. However, Bing Dictionary should be useful for anyone who regularly needs to translate words between Chinese and English, or vice verse.
